Darius Imbrasas, General director at UAB ELSIS TS, discussed the possibilities of Lithuanian enterprises for the development of business in Ukraine and emerging difficulties related to that. Director told that last year the company signed an agreement with the Ukrainian Chernihiv public water supply company for the modernisation of the city‘s water supply infrastructure, the value of which was more than LTL 4 million, and established a new Elsis TS representative office in Kiev. „The Company has not experienced any difficulties in Ukraine, because the project is financed by the International Bank for Reconstruction and Development, however, cases where companies fail to pay for services provided are quite common in Ukraine“- Darius Imbrasas shared his experiences on the issue.

Technical progress changes daily routine without us noticing it. Our activities become more rapid, workplaces turn to be more mobile, and free time is more purposeful. New technologies slowly penetrate our dwellings as well – when preparing new projects, architects, real estate developers and technical solution providers more and more often refer to smart apartment buildings.

According to CEO of UAB Elsis TS Darius Imbrasas, future apartment buildings could be visualised as an absolutely autonomous building, which ensures independently the rational use of energy resources and has an engineering system control (monitoring) system oriented towards the consumer and the administrating company. Such apartments would contain designed and installed real “smart house” functions allowing controlling various household processes such as light or blinds control, heating and ventilation control, and integration with security and fire alarm systems.

The concept of intellectual buildings emerged in the United States of America around thirty years ago. However, since that time, just like other information technology systems, they have been developing and becoming more popular at a rapid pace. Such systems were introduced into private dwellings or apartments almost from their very emergence; however, they started to be installed in apartment buildings not a very long time ago. In Lithuania, the demand for these systems grows along with the perception that they enable savings. On the other hand, this is a natural evolution, part of overall progress.

“Fifteen-twenty years ago, we could see most of the modern equipment and systems, which are currently used on a daily basis, only in fantasy movies or books, and now we cannot even imagine our lives without them”, Darius Imbrasas laughs.

The representatives of the companies Elsis and ELsis TS Irmantas Kandratavičius and Edmundas Gruzdys presented the effective energy management solutions in the Conference „Efficient Energy Management in the City“ organised by the Association of Municipalities in Palanga on 17-18 April. In his presentation „Tools for Efficient Automated Energy Resource Management, Data Transmission and Control“, Edmundas Gruzdys, Head of the Commercial Division of the Business Development Department of UAB Elsis TS, emphasised the problem of efficient energy management. „This topic is relevant to most of us because households of multi-apartment buildings are among the largest energy consumers in Lithuania“ E. Gruzdys stated.

Vilma Kudirkaitė, Head of the Personnel and Administration Division at UAB Elsis, presented the company’s approach to student internships and their possibilities in the media. Vilma Kudirkaitė claims that an internship in the company will not only help solidify students’ skills but it can also become their first job.
“For students, the development of practical skills is vital. The company, which accepts students for an internship, has some benefits as well because this is the possibility to find potential employees, and therefore, our corporate group is interested in providing the opportunity for future IT specialists to acquire more practical skills”, says Vilma Kudirkaitė.

„Elsis“ and „Elsis PRO“ will participate in the implementation of NATO Alliance Ground Surveillance Programme

In December 2012 UAB „Elsis“ signed an agreement with the „EADS Deutschland GmbH“ and became one of the consortium members implementing the NATO Alliance Ground Surveillance (AGS) Programme. The project will be carried out together with UAB „Elsis PRO“.
By signing the agreement with EADS, which is the world‘s leading company in the areas of aerospace, defence and security, UAB „Elsis“ joined the team implementing NATO AGS Programme, the value of which is EUR 1.2 billion. „Elsis“ group of companies will perform the works of software design and development that are planned till 2017.
According to Arūnas Gedvila, General Director of UAB „Elsis“, this project is an international recognition of the company.
„A possibility to work in an international project together with NATO is a great appreciation and responsibility. We proved by working hard that we are able to work at the top level. This is a pleasant challenge to our employees, who will expand the level of their competence“- said Arūnas Gedvila.
The NATO AGS Core System scheduled to be launched in 2017 with the help of unmanned aerial vehicles (UAV) will enable near–real-time persistent surveillance over wide areas using advanced radar sensors. The AGS will also contribute to the missions of peace-keeping, maritime and humanitarian relief.
Works to be performed by UAB „Elsis“ and „Elsis PRO“ are related to software development, which includes a full scope of activities, from the specification of requirements to the realization thereof and integration into the overall AGS system.
Together with Lithuania, such countries as Bulgaria, Czech Republic, Estonia, Germany, Italy, Latvia, Luxembourg, Norway, Romania, Slovakia, Slovenia and the USA will take part in the project.

Brief description:
During the project, the study of possibilities for the implementation of a one-stop-shop principle in the National Health Insurance Fund was prepared, a Consultation Information System (CIS) was developed and installed, rules for the use thereof were created, system-user trainings were carried out.
The installed CIS allows the specialists of NHIF and THIF (Territorial Health Insurance Funds) to provide consultations by phone (8 700 88888) or one e-mail address info@vlk.lt, also, directly in the premises of the NHIF and THIF. A unified database – “question – answer tree” – served by responsible NHIF / THIF specialists (who develop, supplement and revise it) is used for providing consultations of all types.
The CIS consists of 3 main sub-systems:
- Consultant work place, giving possibility provide consultations by phone, directly (orally), and by e-mail. Sub-system has interfaces with telephone equipment and mail server. Consultant has direct access to Consultation information management sub-system. Consultation sub-system stores full statistics about consultant’s employment, and provides in a form of report;
- Consultation material management sub-system. Sub-system is designed for consulation material input, processing and dissemination. Consultation material could be linked to various documents (e.g. legal documents, regulations, etc.);
- Administration sub-system is designed for administration of users, system configuration, management of classifiers, etc. Sub-system provides unified user authentification;
The geography of the use of CIS covers the entire territory of Lithuania. Consultations are provided by up to 100 NHIF and THIF employees at one time, every day more than 1000 inquiries are registered.
Having installed the CIS, the following objectives were achieved:
- A “one-stop-shop” principle was implemented in providing NHIF and THIF consultations.
- Consultants were given an opportunity to provide uniform, standardized consultations, avoid differences in interpretation of laws on the issues of administration services provided by NHIF and THIF as well as compulsory health insurance.
- Consultation and service quality improved;
- The time for the receipt of consultations provided by NHIF and THIF was reduced.

In December 2012 UAB Elsis PRO successfully completed a project carried out in the National Health Insurance Fund (NHIF) under the Ministry of Health – “Implementation of a one-stop-shop principle in the NHIF”. UAB Elsis PRO as a general contractor participated in the project together with the partners UAB Algoritmų sistemos and UAB Ernst & Young Baltic.
