Agreement on modernization of air navigation systems at Vilnius and Palanga international airports

On 25 February, 2021, UAB Elsis TS and the State Enterprise Oro Navigacija signed an agreement on the installation of instrument landing systems with long-range equipment (ILS/DME) at Vilnius and Palanga International Airports, as well as equipment component repair services. The contract partner and equipment supplier is Thales Deutschland GmbH.

The main goal of the project is to replace the old ILS (Instrument Landing System) / DME (Distance Measuring Equipment) installed more than 15 years ago with new modern equipment, ensuring all ICAO, EU, LR aviation law, LR civil aerodrome design requirements for this type of equipment, special requirements for construction and operation, requirements of European civil aviation and other local and international regulations.

At Palanga Airport, the system will meet the operational characteristics of the first ILS category. At Vilnius Airport, the system will meet the operating characteristics of the second ILS category with KTT19 and KTT01 courses.

ILS / DME equipment will include:

  • Directional radio beacon (hereinafter – CCS), control system, antenna system;
  • Glide (landing) radio beacon (hereinafter – TRS), control system, antenna system;
  • Rangefinder equipment (hereinafter – TA), control system, directional antenna.
  • Remote control and monitoring equipment.

The ILS system is designed to allow the on-board equipment to determine the magnitude and sign of the deviation from the nominal glide (landing) path, as well as fixed distances to the runway threshold, upon receipt of ground equipment signals.

The rangefinder equipment system is designed to measure the distance between the on-board equipment (aircraft) and the DME ground station. The DME equipment is paired with the instrument landing system ILS to provide continuous information on the inclined (actual) distance to the runway as the aircraft approaches the landing approaches. Distance is the most important parameter measured in DME.

The installed systems will help to increase flight safety even in difficult meteorological conditions, using these systems will provide high accuracy of navigation parameter measurements and operating distance.

Contract with a value of more than 2.4 million. is planned to be completed by 2022 November 30.
